Race: 1 (029) CHICAGO HANDICAP (Sec2) Class 4 1200 m
NEVER BETTER began only fairly.
STARLIGHT shifted in at the start and bumped SMART BOY.
At the entrance to the Straight, NEVER BETTER was shifted out away from the heels of SMART BOY after being momentarily awkwardly placed behind that horse.
STARLIGHT and SMART BOY were sent for sampling.

Race: 2 (030) CHICAGO HANDICAP (Sec1) Class 4 1200 m
TRAVEL SUCCESSOR was withdrawn on 12.9.17 by order of the Stewards acting on veterinary advice (lame right fore). Before being allowed to race again, TRAVEL SUCCESSOR will be subjected to an official veterinary examination.
On arrival at the barriers, it was noted that OUR HERO had cast its left front plate. After being replated, OUR HERO was examined by the Veterinary Officer who said in his opinion it was suitable to race.
REGENCY HONEY shifted in and brushed SIGHT SEEING on jumping.
SMART SALUTE and LONDON CITY bumped at the start. A short distance later, SMART SALUTE lost ground when crowded for room between LONDON CITY and LOVE CHUNGHWA (M L Yeung) which shifted in. M L Yeung was advised to exercise more care in similar circumstances.
Approaching the 1100 Metres, LOVE CHUNGHWA was steadied away from the heels of LONDON CITY which shifted out.
Making the first turn near the 1000 Metres, REGENCY HONEY was left racing very wide and had to be ridden along for some distance to obtain a position closer the rail. Then in the Straight, REGENCY HONEY gave ground. A veterinary inspection of REGENCY HONEY immediately following the race did not show any significant findings.
After the 1000 Metres, OUR HERO was awkwardly placed close to the heels of GOOD COMPANION.
Approaching the 500 Metres, GOOD COMPANION and LONDON CITY raced tight as GOOD COMPANION shifted out from behind REGENCY HONEY and LONDON CITY was ridden along in an attempt to prevent GOOD COMPANION from shifting out.
Close to the finishing line, THE SHOW raced in restricted room inside OUR HERO and as a consequence was not able to be ridden out all the way to the end of the race.
J Moreira, the rider of REGENCY HONEY, was fined the sum of $10,000 for breaching Stewards’ Instruction 22 of the Rules of Racing in that when proceeding to the barriers on REGENCY HONEY, he used his whip in an inappropriate manner.
LONDON CITY, GOOD COMPANION and SIGHT SEEING were sent for sampling.

Race: 3 (031) LOS ANGELES HANDICAP Class 5 1650 m
FUN MANAGER shifted out at the start and bumped NO LAUGHING MATTER which became unbalanced.
Shortly after the start, NO LAUGHING MATTER raced tight inside DUTCH WINDMILL which shifted in.
From wide barriers, LE PANACHE and EMPIRE OF MONGOLIA were steadied in the early stages and shifted across behind runners.
O Doleuze (DUTCH WINDMILL) pleaded guilty to a charge of careless riding [Rule 100(1)] in that after passing the winning post on the first occasion he permitted his mount to shift in when not clear of NO LAUGHING MATTER, causing that horse to be hampered and in turn taken in onto FUN MANAGER which was checked and lost the running to which it was rightfully entitled. O Doleuze was suspended from riding in races for a period to commence on Sunday, 24 September 2017 and to expire on Thursday, 28 September 2017 on which day he may resume race riding (2 Hong Kong racedays). In addition, O Doleuze was fined $10,000.
After the 1300 Metres, TEAM SWEET got its head on the side and lay out towards the heels of DUTCH WINDMILL.
Passing the 1000 Metres, BORN TO RACE and DUTCH WINDMILL raced very tight as a result of BORN TO RACE shifting out away from the heels of EMPEROR VICTORY and DUTCH WINDMILL being ridden along to maintain its position behind CURLING LUXURY.
Also passing the 1000 Metres, FUN MANAGER got its head up when being checked away from the heels of TEAM SWEET which continued to lay out and race awkwardly.
Approaching the 800 Metres, EMPIRE OF MONGOLIA was awkwardly placed close to the heels of NO LAUGHING MATTER.
Approaching the 700 Metres, EMPEROR VICTORY commenced to give ground abruptly and was retired out of the race a short distance later. When EMPEROR VICTORY gave ground abruptly, FUN MANAGER attempted to improve into very tight running between EMPEROR VICTORY and TEAM SWEET where there was not sufficient room, resulting in FUN MANAGER being checked. A veterinary inspection of EMPEROR VICTORY immediately following the race revealed that the horse had bled from both nostrils, was exhibiting signs of post-race distress and was found to be displaying an irregular heart rhythm. Before being allowed to race again, EMPEROR VICTORY will be required to perform satisfactorily in a barrier trial and be subjected to an official veterinary examination. Mr Y S Tsui, the trainer of EMPEROR VICTORY, was spoken to regarding the Veterinary Officer’s report in respect of that horse. Mr Tsui undertook to discuss the horse’s racing future with the owners of EMPEROR VICTORY before reporting back to the Stewards.
After initially being shifted to the inside of GOBI STORM in an endeavour to obtain clear running passing the 300 Metres, BORN TO RACE was directed to the outside of that horse when disappointed for running inside GOBI STORM which shifted in.
The performance of LE PANACHE, which finished tailed out, was considered unacceptable. Before being allowed to race again, LE PANACHE will be required to perform to the satisfaction of the Stewards in a barrier trial and be subjected to an official veterinary examination.
The performance of BE THERE AHEAD, which also finished tailed out, was considered unacceptable. Having regard that this was this second consecutive occasion that BE THERE AHEAD had finished tailed out, the Stewards ruled that the horse must again undergo a series of consecutive competitive barrier trials and be subjected to an official veterinary examination before being allowed to race again.
A veterinary inspection of TEAM SWEET, LE PANACHE and BE THERE AHEAD immediately following the race did not show any significant findings.
BORN TO RACE, CURLING LUXURY and EMPIRE OF MONGOLIA were sent for sampling.

Race: 4 (032) THE FAKEI CUP (HANDICAP) Class 3 1000 m
SILVER SPUN shifted in at the start and was momentarily awkwardly placed outside the heels of DIEGO KOSTA.
From the outside barriers, MOST BEAUTIFUL, IRON BOY and MEGA TREASURE were shifted across behind runners in the early stages.
Approaching the 800 Metres, RACING MATE was eased away from the heels of SILVER SPUN which shifted in.
After the 700 Metres, E-SUPER was awkwardly placed close to the heels of MR RIGHT.
At the entrance to the Straight, E-SUPER and CIRCUIT KING raced tight.
When questioned regarding his riding out of IRON BOY over the concluding stages, D Whyte stated that his mount was making steady ground. He said he positioned IRON BOY to proceed into a tight run between CIRCUIT KING and SILVER SPUN, however, SILVER SPUN shifted out under pressure which resulted in IRON BOY being disappointed for running between CIRCUIT KING and SILVER SPUN passing the 50 Metres. He said he then shifted IRON BOY to the outside of CIRCUIT KING, however, in his opinion, the room between CIRCUIT KING and RACING MATE was tight and given it was close to the finishing line, he did not believe it was available for him to pressure IRON BOY into tight running between those two horses. Whilst the Stewards accepted that IRON BOY had initially been disappointed for running between SILVER SPUN and CIRCUIT KING, they advised Jockey Whyte that, in their opinion, sufficient room was available between CIRCUIT KING and RACING MATE for him to continue to ride IRON BOY out to the end of the race. However, given the proximity of the incident to the winning post and IRON BOY’s beaten margin, the Stewards did not believe that a charge of having failed to ride IRON BOY out to the end of the race was appropriate. D Whyte was however advised that he must, wherever circumstances permit, ride his mounts out all the way to the end of the race.
E-SUPER and MR RIGHT were sent for sampling.

Race: 5 (033) NEW YORK HANDICAP Class 4 1650 m
On arrival at the Start, K C Leung expressed concern regarding the action of SPINNING DANCER. SPINNING DANCER was examined by the Veterinary Officer who said the horse was lame in the right hind leg and as such was not suitable to race. Acting on this advice, the Stewards ordered the withdrawal of SPINNING DANCER. Before being allowed to race again, SPINNING DANCER will be subjected to an official veterinary examination.
NEWSWIRE FREE began awkwardly.
From wide barriers, ENORMOUS HONOUR and PREMIUM CHAMPION were shifted across behind runners in the early stages.
Making the turn after the 600 Metres, SPARKLING SWORD lay in, brushed the running rail and became unbalanced.
At the entrance to the Straight, WORKS OF ART shifted out and was awkwardly placed inside the heels of SUPER FORM.
When questioned, M L Yeung stated that he was instructed to take advantage of TRENDY WIN’s inside barrier and have the horse positioned in about midfield if possible. He said whilst he was asked to take advantage of barrier 1, he was also instructed not to make too much use of the horse in the early stages and have it racing where it was comfortable so that it was able to finish off the race. He said after beginning well TRENDY WIN was able to obtain a position behind the leader SPARKLING SWORD. He said when a margin developed between SPARKLING SWORD and TRENDY WIN approaching the 1300 Metres, he felt that he would have had to make some use of TRENDY WIN to continue to follow SPARKLING SWORD and therefore prevent WORKS OF ART from shifting in in front of TRENDY WIN. Having in mind that he was asked to ride the horse in about a midfield position, he did not believe it was in the best interests of TRENDY WIN to ride the horse along and therefore he allowed WORKS OF ART to cross TRENDY WIN at the 1200 Metres. He added at all stages TRENDY WIN travelled comfortably and after initially responding well in the early part of the Straight the horse then finished off the race only one-paced over the concluding stages.
A veterinary inspection of WORKS OF ART immediately following the race did not show any significant findings.
WORKS OF ART, SUPER FORM and PREMIUM CHAMPION were sent for sampling.

Race: 6 (034) SAN ANTONIO HANDICAP Class 3 1650 m
UNICRON JEWELLERY was withdrawn on 12.9.17 by order of the Stewards acting on veterinary advice (lame right hind). Before being allowed to race again, UNICRON JEWELLERY will be subjected to an official veterinary examination.
LITTERATEUR and RAZOR QUEST bumped at the start. RAZOR QUEST was then bumped by TEN FLAMES which shifted in.
JADE FORTUNE was crowded for room on jumping between ART OF RAW and MAGNETISM, both of which shifted ground.
From a wide barrier, DIVINE BOY was shifted across behind runners in the early stages.
When the tempo of the race slowed passing the 1100 Metres, TEN FLAMES commenced to prove difficult to settle and was checked away from the heels of MAGNETISM.
Passing the 1000 Metres, JADE FORTUNE got its head up when being checked away from the heels of ART OF RAW.
In the early and middle stages, INVENTOR was left racing wide and without cover and after the 1000 Metres was allowed to improve its position to assume the lead near the 600 Metres.
MAGNETISM was checked away from the heels of LITTERATEUR passing the 1000 Metres.
After the 900 Metres, MAGNETISM was again awkwardly placed close to the heels of LITTERATEUR.
Making the turn near the 550 Metres, JADE FORTUNE was severely checked when crowded for room inside GOLDEN SLEEP (D Whyte) which got its head on the side and shifted in away from LITTERATEUR which lay in when awkwardly placed behind CALL ME AWESOME and TEN FLAMES which improved around LITTERATEUR. Despite the check suffered by JADE FORTUNE being one of some significance, the Stewards were satisfied that the incident resulted from LITTERATEUR initially laying in and then GOLDEN SLEEP also laying in away from that horse, causing GOLDEN SLEEP to crowd the running of JADE FORTUNE. JADE FORTUNE and GOLDEN SLEEP became badly unbalanced as a result of both horses making contact. As the Stewards were also satisfied that there was no carelessness exhibited by any rider in this incident, no further action was taken, however, D Whyte was advised that, wherever possible, he should make every endeavour to assist other riders in similar circumstances.
When questioned, Z Purton stated that he was instructed to ride LITTERATEUR in about a midfield position from barrier 4. He said it was anticipated that MAGNETISM, which was drawn immediately to the inside of LITTERATEUR, would take up a more forward position than LITTERATEUR and that LITTERATEUR would be able to follow that horse in about midfield. He said he was asked not to restrain LITTERATEUR in the early stages to ensure that the horse did not commence to over-race as it had done previously. He said LITTERATEUR began very well and without being ridden along was able to quickly establish a margin over MAGNETISM which, despite being ridden along from the start, did not show as much early speed as anticipated. He said he therefore allowed LITTERATEUR to cross MAGNETISM without riding the horse along and LITTERATEUR, despite having to be ridden more slightly forward than intended, initially settled well. He said however that after passing the winning post on the first occasion LITTERATEUR commenced to travel keenly and then after the 1400 Metres got its head up when awkwardly placed close to the heels of GOLDEN SLEEP. He said when the tempo of the race slowed, particularly after the 1200 Metres, LITTERATEUR again travelled keenly, however, he was able to remain racing behind GOLDEN SLEEP. He said however when INVENTOR improved around LITTERATEUR after the 1000 Metres, LITTERATEUR commenced to prove very difficult to settle and had to be checked away from the heels of GOLDEN SLEEP approaching the 900 Metres. He said despite his efforts LITTERATEUR continued to prove very difficult to settle and he therefore shifted LITTERATEUR out from behind GOLDEN SLEEP after the 800 Metres to follow INVENTOR. He added LITTERATEUR then came off the bridle and he was not able to improve sufficiently to prevent TEN FLAMES from crossing LITTERATEUR after the 600 Metres. He said LITTERATEUR continued to travel off the bridle and had to be ridden aggressively in an endeavour to maintain its position. He said after shifting to the outside of TEN FLAMES at the entrance to the Straight, LITTERATEUR then took some time to respond to his riding and subsequently finished off the race only one-paced.
When questioned, M Chadwick stated that he had been asked from the wide barrier to obtain a forward position on CALL ME AWESOME. He said it was hoped that CALL ME AWESOME would be able to show sufficient early speed to be able to cross runners to his inside and possibly obtain the lead. He said if this was the case he was asked to slow the tempo to ensure that CALL ME AWESOME was able to finish off the race strongly. He said in accordance with his instructions he shifted CALL ME AWESOME across in order to race outside ART OF RAW passing the winning post on the first occasion. He said at this time he had every intention of crossing ART OF RAW, however, that horse was allowed to maintain its position to the inside of CALL ME AWESOME and he felt that he may have had to ride CALL ME AWESOME along to clear ART OF RAW. He said having in mind that he was asked to slow the tempo if he were able to obtain the lead, he elected to remain racing outside ART OF RAW approaching the 1200 Metres. He added CALL ME AWESOME initially travelled keenly, however, when ART OF RAW was able to establish a slight margin on CALL ME AWESOME, CALL ME AWESOME then settled well outside that horse. M Chadwick was advised that his explanation would be reported, however, given the relevant sectional times, in the opinion of the Stewards, he should have made a more purposeful effort to lead the race without having to make too much use of CALL ME AWESOME. M Chadwick was reminded of his obligation to ride his mounts as instructed where appropriate circumstances exist. A veterinary inspection of CALL ME AWESOME immediately following the race did not show any significant findings.
A veterinary inspection of JADE FORTUNE immediately following the race did not show any significant findings.
LITTERATEUR, INVENTOR and DIVINE BOY were sent for sampling.

Race: 7 (035) SAN FRANCISCO HANDICAP Class 3 1200 m
On arrival at the Start, N Callan expressed concern regarding the action of BREEDERS’ STAR. BREEDERS’ STAR was examined by the Veterinary Officer who said, after the necessary consultations, that the horse was suitable to race.
YOUNG EMPIRE shifted out at the start and bumped BREEDERS’ STAR.
DOLLAR REWARD and GLORIOUS PARTNERS bumped at the start. GLORIOUS PARTNERS then shifted out and made contact with JUMBO LUCK which shifted in.
From the outside barrier, BACK IN BLACK was shifted across behind runners in the early stages.
After initially being steadied in the early stages from a wide barrier to obtain cover, SUNNY DRAGON proved difficult to settle after the 1100 Metres and got its head up near the 1000 Metres when being checked away from the heels of BOND ELEGANCE which was awkwardly placed close to the heels of EXTREMELY FUN.
EXTREMELY FUN travelled wide and without cover until after the 600 Metres at which time BOND ELEGANCE was left racing wide and without cover.
Making the turn after the 600 Metres, DIAMOND MASTER lay in, brushed the running rail of its own accord and became unbalanced when awkwardly placed close to the heels of YOUNG EMPIRE.
Passing the 250 Metres, JADE THEATRE shifted out and was awkwardly placed inside the heels of SUNNY DRAGON.
For some distance passing the 250 Metres, BREEDERS’ STAR was awkwardly placed close to the heels of HAPPY BAO BEI.
Passing the 200 Metres, BREEDERS’ STAR and BOND ELEGANCE bumped and became unbalanced due to both horses shifting ground. BOND ELEGANCE then shifted out and brushed JADE THEATRE (U Rispoli). U Rispoli will be warned against the practice of raising his whip arm above the height of his shoulder.
After the 100 Metres, GLORIOUS PARTNERS was shifted out away from the heels of DIAMOND MASTER and then was not able to be tested over the concluding stages.
Close to the finishing line, DIAMOND REWARD was awkwardly placed inside the heels of HAPPY BAO BEI and as a consequence was not able to be ridden out all the way to the end of the race.
When questioned regarding his riding of JUMBO HAPPINESS particularly after the 500 Metres, C Y Ho stated that his mount came under heavy pressure prior to the 500 Metres and he had to ride it hard in an endeavour to improve his position. He said passing the 500 Metres he was racing behind JADE THEATRE and he had initially intended to shift to that horse’s outside, however, it appeared to him that the rider of JADE THEATRE was going to shift out on that horse and therefore he elected to position JUMBO HAPPINESS to improve to that horse’s inside as he anticipated that the horse would shift out rounding the Home Turn. He said as JADE THEATRE was unable to shift out after the 400 Metres due to racing inside the heels of SUNNY DRAGON, he was then not able to shift to that horse’s inside as GLORIOUS PARTNERS was improving to his inside. He said this resulted in JUMBO HAPPINESS being awkwardly placed close to the heels of JADE THEATRE approaching and rounding the Home Turn. C Y Ho was advised that, in the opinion of the Stewards, he had erred in not having shift immediately to the outside of JADE THEATRE passing the 500 Metres, however, this error did not constitute a breach of the Rules. He was advised to ensure that he rides his mounts in such a manner to ensure that they are able to improve their position wherever possible and also that his riding does not come under notice.
A veterinary inspection of BOND ELEGANCE immediately following the race did not show any significant findings.
DOLLAR REWARD, YOUNG EMPIRE and HAPPY BAO BEI were sent for sampling.

Race: 8 (036) WASHINGTON D.C. HANDICAP Class 2 1650 m
SPEEDY LONGWAH shifted out and bumped the hindquarters of SICHUAN DAR on jumping.
BEAUTY PRINCE was bumped on jumping by GOODHEART SUCCESS which was taken in by VICTORY MARVEL.
PIKACHU, which began awkwardly, shifted out away from FRIENDS OF KA YING on jumping, resulting in DOYENI becoming badly unbalanced, shifting out and inconveniencing DR LISTENING. Then, from wide barriers, DOYENI and DR LISTENING were shifted across behind runners in the early stages.
Approaching the winning post on the first occasion, SICHUAN DAR raced tight inside FRIENDS OF KA YING which got its head up when being steadied away from the heels of CALIFORNIA JOY.
Passing the winning post on the first occasion, DR LISTENING got its head up when awkwardly placed close to the heels of PIKACHU.
Passing the 800 Metres, PIKACHU was awkwardly placed behind GOODHEART SUCCESS.
At the entrance to the Straight, PACKING DRAGON and CALIFORNIA JOY bumped as PACKING DRAGON attempted to shift out from behind CLASSIC EMPEROR. A short distance later, PACKING DRAGON was inconvenienced by CALIFORNIA JOY which shifted in after becoming unbalanced.
Approaching the 200 Metres, DOYENI and DR LISTENING raced tight.
Passing the 100 Metres, DOYENI raced tight between SPEEDY LONGWAH and DR LISTENING. After this, DR LISTENING was awkwardly placed close to the heels of PIKACHU and consequently was not able to be properly tested.
Passing the winning post, DR LISTENING shifted in and bumped DOYENI.
After the race, Z Purton stated that from the wide barrier he shifted DR LISTENING across behind runners as instructed. He said because of the circumstances of the race he was not able to improve his position in the middle stages when racing behind DOYENI and inside PIKACHU. He said when the tempo of the race quickened rounding the Home Turn DR LISTENING was not able to quicken sufficiently to put itself into contention in the Straight. He said over the latter stages of the race DR LISTENING initially commenced to close off satisfactorily, however, he was not able to ride the horse out fully over the concluding stages due to being awkwardly placed inside the heels of PIKACHU. A veterinary inspection of DR LISTENING immediately following the race did not show any significant findings.
SICHUAN DAR and CLASSIC EMPEROR were sent for sampling.

General

After reviewing the videos of this race, the Stewards considered it appropriate to question O Doleuze, the rider of DRAGON MASTER, regarding the tactics he adopted on that horse in the run to the first turn near the 700 Metres. O Doleuze stated that, from a wide barrier, he shifted DRAGON MASTER across behind the forward running horses so as to obtain cover as DRAGON MASTER is well-known to have had difficulty making the turns in a number of its races. O Doleuze stated that after shifting across to race inside the running line of DRAGON GENERAL near the 1000 Metres, he then rode his mount along for some distance in an endeavour to consolidate the position inside DRAGON GENERAL and behind JOYFUL MOMENTS. He said, despite being ridden along, DRAGON MASTER was not able to make sufficient ground on DRAGON GENERAL to properly maintain the position inside that horse and therefore passing the 800 Metres rather than continue to make use of his horse, he elected to allow DRAGON GENERAL to cross DRAGON MASTER which at this time was being shifted in in advance of DRAGON MASTER. O Doleuze stated that his reasons for riding DRAGON MASTER in this manner at this time were twofold. Firstly, he believed he would have had to make extra use of DRAGON MASTER in an attempt to prevent DRAGON GENERAL from crossing and as he had ridden the horse along for some distance leading up to the 800 Metres he did not believe that this would be in the best interests of DRAGON MASTER as the horse may then not be able to finish off the race. Secondly, he did not want DRAGON MASTER being ridden along making the first turn given the horse’s propensity to make the turns awkwardly in its previous races. He added that had it not have been for these factors he would normally have pursued the position inside DRAGON GENERAL so as to prevent that horse from crossing DRAGON MASTER. Having regard to the racing history of DRAGON MASTER and the circumstances of this race, the Stewards took no further action other than to advise O Doleuze that, wherever possible, he should endeavour to maintain favourable positions in races.
3. Additional Veterinary Reports from Sha Tin Racemeeting on 10 September 2017
Subsequent official veterinary inspections (without endoscopy) of SUPER EURO STAR, CREAM BRULEE, SEVEN LUCK, HAPPY SOUND, HIT A HOME RUN, INDUSTRIALIST WAY, TELECOM BOOM, GOOD METHOD, MORETHANLUCKY, A BEAUTIFUL, STAR SUPERIOR, AMAZING MOMENT, STARTLING POWER, JOLLY BANNER, WINNER’S WAY, AMAZING AGILITY, WINWIN RUBY, PINGWU SPARK, MYTHICAL EMPEROR, PAKISTAN BABY, DRAGON GENERAL and WINNING VANGOGH revealed no apparent abnormality.
